7th Pay Commission – Hike Minimum Pay or we Will go on Indefinite Strike, Warn Central Employees

New Delhi, Nov 29: Amid uncertainty over government’s decision to hike minimum pay beyond the recommendation of the 7th Pay Commission or 7th CPC, central government employees’ unions again threatened to go on indefinite strike if their demands were not accepted. A union leader said Union Finance Minister Arun Jaitley had promised to consider a hike in minimum pay beyond the recommendation of the7th Pay Commission, but the central government employees now feel “a great sense of betrayal” by the Centre.

The development came after sources in the Finance Ministry said the government is unlikely to raise the minimum pay and fitment factor beyond the recommendation of the 7th Pay Commission. The major setback for the central government employees came days after a letter from the Department of Personnel and Training (DoPT) stated that the demand for an increase in minimum pay and fitment formula beyond the recommendation of the 7th Pay Commission does not appear to be treated as an anomaly, therefore, these do not come under the purview of the NAC.

“We will serve notice to the Finance Minister Arun Jaitley to let him know we will not allow him to get away with mischief. Since he gave positive word of hope to us, now he has declined the pay increasing, despite the promise,” a union leader was quoted as saying by Sen Times. “I the government doesn’t hike our pay, we will have no choice but to proceed on an indefinite strike,” he further warned. The central government employees have been asking to raise minimum pay to Rs 26,000 from Rs 18,000 and fitment factor 3.68 times from 2.57 times, which was recommended by the 7th Pay Commission and approved by the Cabinet.

The union leader said the employees feel betrayed as Arun Jaitley didn’t keep his promise of forming High-Level Committee regarding the increase in minimum pay beyond the recommendation of the 7th Pay Commission. “We warned Jaitley about the fate of the government is facing if they continue to show a disregard and disrespect for central government employees and continue to betray us about the promise which was made,” he said.

The central government employees’ unions leaders will attend a meeting on January 24 under Confederation Of Central Government Employees and Workers. They will also serve a notice to Arun Jaitley and warn him of consequences if he doesn’t raise minimum pay beyond the recommendation of the 7th Pay Commission. Media reports had suggested the government was considering hiking minimum pay and fitment factor beyond the recommendation of the 7th Pay Commission. However, sources in Finance Ministry said there is no scope to change in minimum pay.

The government had approved recommendations of the 7th Pay Commission on a hike in salary and allowances in June 2016 and July 2017 respectively. The 7th Pay Commission had recommended a 14.27 percent hike in basic pay — the lowest in 70 years, raising minimum pay from Rs 7,000 to Rs 18,000 month.
