| June 23, 2017

No. I/2/Part IV

Dated: 19.06.2017

The Secretary (E),
Railway Board,
New Delhi

Dear Sir,

Sub: (i) Grant of pay fixation under Rule S-13 the erstwhile Group `D’ Staff promoted to same Grade Pay of Rs. 1800/- (PB-1) – NFIR’s PNM Item No. 32/2015.

Implementation of VIth CPC Pay Structure — Merger of pre-revised Pay Scales w.e.f. 01/01/2006  — Promotion of staff to the same Grade Pay of Rs. 1800/- A.C. Coach Attendant’s category — NFIR’s PNM Item No. 21/2012.

Fixation of pay under Rule 13 to those promoted to identical pay band/grade pay   shouldering higher responsibilities — NFIR’s PNM Item No. 01/2014.

Ref: NFIR’s letter No. I/2/Part HI dated 09/02/2016 & 19/12/2016.

Further to above cited references, the Federation desires to bring to the notice of Railway Board that in the action taken statement of the PNM meeting held between the NFIR and the Railway Board on 19th/20th May 2016, the Official Side conveyed following position on Agenda Item No. 01/2014:-

“Ministry of Finance vide their O.M. No. F-2-1/2015-E.III (A) dated 16/10/2015 have issued instructions regarding fixation of pay on promotion in the pre-revised pay structure during 01/01/2006 and the date of notification of CCS (RP) Rules, 2008 and subsequent merger of the pre-revised pay scales of promotional and feeder posts in a common grade, subject to certain conditions. Above O.M. has been adopted mutatis mutandis on Railways vide Board’s letter No. PC-VI/2015/IC/1 dated 08/04/2016. This would address the demand to a large extant.”

However, reports received by the Federation reveal that on Zonal Railways etc., the benefit of my fixation under Rule 13 is not being extended to the staff who have been promoted from feeder post to promotion post during the period 01/01/2006 to the date of notification of CCS (RP) Rules 2008 on the plea that Railway Board had not issued clear instructions citing the demand raised by the Federation in the PNM fora.

NFIR, therefore, once again urges upon the Railway Board to issue clarificatory instructions clearly to the Zonal Railways etc., for allowing benefit of pay fixation to the staff who have been promoted from feeder posts to the promotion posts during 01/01/2006 to the date of notification. A copy of the instructions issued citing NFIR’ s PNM Item may be endorsed to the Federation.

Yours faithfully,

(Dr. M. Raghavaiah)
General Secretary
