Sub: Stagnation increment-exercise of option to continue in the scales of pay of the lower post-Extension of time limit-Reg.

Read: 1. G.O. NO.FD 1 SRP 96 Dated 8.5.1997.
2.G.O.NO.FD 33 SRP 99 Dated 30.8.1999.

PREAMBLE:

According to the orders issued in G.O. dated 8.5.1997 read at (1) above, a Government servant who has reached the maximum of time scale of pay or Selection Time Scale of Pay under the Karnataka Civil Services (Time Bound Advancement) Rules, 1983 or Senior Scale of pay under the Karnataka Civil Services (Automatic Grant of Special

Promotion to Senior Scale of Pay) Rules,1991 and who is ranted Selection Time

Scale/Senior Scale of pay or is promoted to higher post on or after 1.4.96 before accrual of stagnation increment, if he so desires shall give an option in writing to continue in the scale of pay of the lower’post or in the Selection Time Scale or Senior Scale of pay as the case may be until he gets the benefit of stagnation increment, to the authorities specified therein within three months from the date of grant of Selection Time Scale of Pay or Senior Scale of pay or promotion as the case may be or from the date of issue of
the said orders, whichever is later.

In Government Order dated 30.8.99 read at (2) above the time limit specified Fór exercise of option for Stagnation Increment was further extended upto 31.12.99.

Several cases have been brought to the notice of the Government, wherein requests have been made by Government Servants to further extend the time limit for exercise of option for Stagnation inclement as there is anomaly in the pay of he Senior Government Servants who have failed to exercise timely option for stagnation increment in terms of Government Orders dated 8.5.97 read at (I) above and 30.08.99 read at (2) above

The Karnataka Administrative Service Officers Association has also made a similar request for further extention of the time limit prescribed for exercise of option for  stagnation increment. Government has examined their request and the following orders are issued.

ORDER NO.FD 16 SRP 2012, BANGALORE, DATED 07.05.2012

Government are pleased to extend the time limit for giving option by the Government Servants who have reached the maximum of the time scale of pay or Selection Time Scale of Pay under the KCS (TBA) Rules, 1983 or Senior Scale of pay under the KCS (Automatic Grant of Special Promotion to Senior scale of Pay)Rules l99land who are granted Selection Time Scale of Pay, Senior Scale of pay or are promoted to higher post on or after 1.4.1996 before accrual of stagnation increment to continue in the scale of pay of the lower post or Selection Time Scale or Senior Scale, as the case may be until they get stagnation increment for a further period  upto 31-07-2O12 or until further orders whichever is earlier.
The Heads of the Departments should bring the contents of this order to the notice of all concerned immediately for necessary action.
